Yves Leterme, Belgium's prime minister designate, has been given a second chance to form a government

He is leading more talks between the four main parties in the hope of creating an "orange-blue" coalition of the Liberals, his own Christian Democrats, and their French-speaking counterparts. Insiders have mooted November 1st (a public holiday) as a possible date for the announcement of a new government. But that may prove tricky while the most contentious issue of constitutional reform remains unresolved. While the politicians squabble and international media ponder whether Belgium might split, residents of Brussels have responded by patriotically hanging the Belgian tricolour from windows and balconies.
